This was done using Crayola Colour Explosion. Basically its a book of rainbow swirly paper coated in black and 3 pens and when you draw on the paper the pens wash off the black top coat to reveal the colour, its rather magical watching the colour appear, its not instant. You have to be careful not to get the paper wet though.

They now do sets with glitter pens and vaguely transparent sheets to go on windows and let the sun shine through the colour sections.

Is only my first attempt, have another 9 sheets to try.
